Strengthening Integrity in Public Service: Quadrilateral Institutions Deliver Good Governance and Anti-Corruption Training to MCI Leaders

Díli, 15 April 2026 – A Quadrilateral Team comprising the Provedoria dos Direitos Humanos e Justiça (PDHJ), Comissão Anti-Corrupção (CAC), Comissão da Função Pública (CFP), and Inspeção-Geral do Estado (IGE) delivered a three-day training for directors and heads of departments of the Ministry of Commerce and Industry (MCI), focused on “Preventing and Combating Corruption to Promote Good Governance and Protect Human Rights in Public Administration.”

Opening the training, Deputy Ombudsman for Good Governance, Rigoberto Monteiro, emphasized that the initiative aims to strengthen understanding of good governance principles and their role in safeguarding human rights within public institutions. He stressed that effective public service delivery requires integrity, accountability, and the practical application of these principles to both prevent and combat corruption. “This training is not about teaching one another, but about sharing perspectives on how to promote good governance, because when governance is strong, corruption is kept at bay,” he noted.

Vice Minister of MCI, Augusto Júnior Trindade, welcomed the initiative and commended the strong collaboration among the four institutions. He highlighted the importance of equipping leadership and technical staff with up-to-date knowledge of rules and procedures to ensure proper implementation in daily operations. He encouraged active participation, noting that even within a short timeframe, the training offers valuable insights to improve decision-making and oversight, particularly in areas such as procurement and financial management.

Also contributing to the session, CAC Commissioner Rui Pereira dos Santos underlined the importance of compliance with legal obligations, including asset declaration requirements for public officials. The training, held from 13 to 17 April 2026 at MCI’s Fomento facilities in Díli, forms part of ongoing efforts to reinforce integrity, transparency, and accountability across the public administration.
