Submit a Complaint

You can file a complaint with the PDHJ if you believe that your human rights have been violated by a decision or action, or by an official of a public authority or if you wish to report a violation of good governance.

You can file a complaint by using the following methods:

  • Complete the online form below or email us via our contact form
  • Contact our Dili Headquarters via 3331184
  • Contact our Dili Headquarters by sending a written complaint to Estrada Caicoli, Dili, Timor Leste
  • Visit one of our four regional headquarters in the following locations: Baucau, Maliana, RAEOA, Manufahi
  • Submit a written complaint and drop it in one of the designated boxes at each district center. Complaint boxes have been allocated at the District Administration headquarters in each of the 13 districts in Timor-Leste.

Human Rights Treaty

The objective of this instrument is to expand access to documents related to international human rights treaties that Timor-Leste has ratified. The Constitution of the Democratic Republic of Timor-Leste enshrines fundamental freedoms of a universal character. For these standards to be meaningful for the promotion and protection of human rights in the country, it is important that people have knowledge of their meaning and content.
