Oé-Cusse, 18–19 August 2026 – The Executive Secretary of the Provedor for Human Rights and Justice (PDHJ), Ambrosio Graciano Soares, served as a speaker at a Regional Seminar on “Promoting Good Governance: Integrity of State Agents in Managing Resources Efficiently and Effectively in Public Administration.” The seminar was jointly organised by the PDHJ, the Civil Service Commission (CFP), and the Special Administrative Region of Oé-Cusse Ambeno, bringing together 184 participants.
In his presentation, Soares introduced the legal basis, mandate, vision and mission of the PDHJ, highlighting its role as an independent institution responsible for promoting and protecting human rights, promoting good governance, safeguarding the rule of law and addressing injustice. He also emphasised that good governance is a shared responsibility involving government institutions, civil society, the private sector and citizens.
The presentation highlighted key principles of good governance, including transparency, accountability, responsiveness, participation, equity and inclusiveness, the rule of law, efficiency and effectiveness, and integrity. Soares stressed that public officials have a responsibility to perform their duties with integrity and to manage public resources carefully and responsibly for the benefit of the people.
The seminar also included a practical case study on good governance violations, focusing on issues involving public authority, procurement, potential conflicts of interest and the use of public resources for private purposes. Participants were invited to identify and analyse the possible violations and responsibilities involved, reinforcing the importance of integrity, legality, transparency and accountability in public administration.
