Quadrilateral Partnership Strengthens Anti-Corruption and Governance in Atauro

Ataúro, 22 October 2025 – A comprehensive training program to strengthen public administration has been delivered to officials in the Ataúro Administrative Authority by a quadrilateral partnership comprising the Provedoria for Human Rights and Justice (PDHJ), the Anti-Corruption Commission (CAC), the Office of the Inspector General (IGE), and the Civil Service Commission (CFP). The initiative, supported by the United Nations Development Programme (UNDP) under the Tripartite Partnership Project (TPP), took place from October 20-22, 2025.

The training focused on preventing corruption, promoting good governance, and protecting human rights within public services. In his opening remarks, the Secretary of the Ataúro Authority, Vicente Sanches Soares, urged officials to embed the principles of Participation, Transparency, and Accountability into their daily work.

The collaborative spirit of the initiative was highlighted by the Commissioner for Disciplinary Affairs of the CFP, Agapito da Conceição, who stated, “This integrated team was established to cooperate for a more effective and efficient public service.”

Provedor Virgilio da Silva Guterres “Lamukan” delivered a powerful keynote, framing public service as a vocation. He invoked the words of Pope Francis, “Whoever does not live to serve, does not serve to live,” and Samora Machel, “For state servants, the primary focus is public service, not personal benefit.”

He further clarified the institution’s role, stating, “The PDHJ does not come to command, but to offer perspective. We act as a guide, offering advice to authorities so their work follows the right path.”

This training marks a significant step in the coordinated national effort, backed by international partners, to institutionalize anti-corruption measures and the principles of good governance across Timor-Leste.
