Success Story: Luzinha Cardoso’s Journey to Accessing Elderly Subsidies

Covalima, October 1, 2024 — Luzinha Cardoso, a resilient elderly woman with visual impairment from Zuak Village in Covalima Municipality, is celebrating a significant victory thanks to the intervention of the Provedoria dos Direitos Humanos e Justiça (PDHJ). After years of facing discrimination and being denied government subsidies for the elderly, Luzinha is finally receiving the support she deserves.

At 70 years old, Luzinha had witnessed her fellow villagers receiving financial aid for their disabilities while her own application languished in delay. Despite community leaders collecting data and promising assistance, she felt invisible and overlooked. “I saw other elderly in my village receiving subsidies, and I couldn’t understand why I was left out,” she shared.

Feeling the weight of discrimination in public service, Luzinha reached out to the PDHJ. She voiced her frustrations about the lack of seriousness from local leaders and the National Social Security Institution regarding her situation. The systemic neglect she experienced was a clear violation of her rights as a citizen and highlighted the ongoing challenges faced by vulnerable populations.

In response, the PDHJ acted swiftly, leveraging its constitutional authority to advocate on behalf of citizens whose rights are infringed upon. They engaged with relevant state entities, urging the National Social Security Institution to reevaluate and expedite the subsidy process for Luzinha and others in similar situations.

The Government’s response demonstrates its commitment to the national development plan, which aims to include vulnerable individuals—such as the elderly, children, women, and men—ensuring that no one is left behind.

Thanks to the PDHJ’s dedication, Luzinha can now access her rightful elderly subsidy, restoring her faith in the system. “I am happy and grateful for the PDHJ’s support. They helped me reach the authorities with confidence, ensuring my voice was heard.”

This success story not only highlights Luzinha’s personal triumph but also underscores the critical role of advocacy in empowering marginalized citizens. With the PDHJ’s intervention, Luzinha Cardoso is a testament to the impact of determined efforts to uphold human rights in Timor-Leste.
