Quadrilateral Training Concludes, Strengthening Integrity and Good Governance in the Ministry of Justice

Díli, 15 April 2026 – A three-day quadrilateral training on “Preventing and Combating Corruption to Promote Good Governance and Protect Human Rights in Public Administration” concluded at the Ministry of Justice, bringing together directors and heads of departments to strengthen integrity and leadership in public service.

The training, led by the Provedoria dos Direitos Humanos e Justiça (PDHJ) in collaboration with the Comissão Anti-Corrupção (CAC), Comissão da Função Pública (CFP), and Inspeção-Geral do Estado (IGE), forms part of PDHJ’s annual program to promote good governance across public institutions. Throughout the sessions, participants engaged in discussions on accountability, transparency, and the protection of human rights, reinforcing the understanding that corruption undermines citizens’ rights and public trust.

Speaking during the programme, Ombudsman Virgílio da Silva Guterres emphasized that the initiative serves as a platform for mutual learning and reflection, encouraging public officials to remain committed to ethical conduct despite institutional and economic pressures. Minister of Justice Sérgio de Jesus Fernandes da Costa Hornai highlighted the importance of strengthening technical capacity, leadership, and coordination to ensure efficient and accountable service delivery, noting that good governance must be reflected in everyday administrative practice.

Concluding the training, the Ombudsman reiterated the need for public officials to uphold their oath of service with integrity, fairness, and non-discrimination. The programme is expected to contribute to improved professionalism and accountability within the Ministry of Justice, reinforcing ongoing national efforts to build a transparent, effective, and citizen-centered public administration in Timor-Leste.
