Deputy Ombudsman Highlights Journalist Protection and Fair Remuneration on National Press Freedom Day

Dili, 16 October 2026 – The Deputy Ombudsman for Good Governance, Rigoberto Monteiro, participated in a roundtable discussion to commemorate the Fourth National Press Freedom Day, held at the Dili Convention Centre under the theme “Free Media, Strong Democracy”. Organised by the Timor-Leste Community Radio Association (ARKTL), the event focused on preparing protection mechanisms for journalists before, during and after the 2027 Presidential Election to prevent and address intimidation, threats and other risks journalists may face while covering electoral activities in the field. The discussion brought together relevant stakeholders to consider practical measures to safeguard journalists’ safety, access and ability to report independently throughout the electoral process. In his remarks, the Deputy Ombudsman congratulated journalists on National Press Freedom Day, emphasising that press freedom was achieved through the sacrifices of the people and is recognised in the Constitution of Timor-Leste. He also reminded participants that freedom comes with limitations and responsibilities, stressing that freedom of the press must be exercised with respect for the rights and freedoms of others.

During the discussion, the Deputy Ombudsman presented two key recommendations. First, he called for the development of a protocol for the protection of journalists during elections, covering accreditation, security and access to election-related activities before, during and after the electoral process, with the aim of preventing intimidation and threats against journalists while reporting in the field. Second, he highlighted the importance of advocating for fair and appropriate remuneration for journalists, particularly those working in private media organisations. He emphasised that discussions on minimum-wage legislation should take into account the specific nature and demands of journalism, ensuring that remuneration reflects journalists’ responsibilities, workload and professional contributions. These recommendations aim to strengthen journalists’ safety, professional conditions and independence, while recognising the essential role of a free and responsible media in promoting transparency, accountability and democratic governance in Timor-Leste.
