Celebrating Excellence: Constantine’s second Winning Essay on Corruption

Dili, 30 January 2025-The Provedoria dos Direittos Humanos e Justiça (PDHJ), in partnership with USAID/Timor-Leste’s Accountability and Integrity Mechanism (AIM) program, is pleased to share the inspiring work of  Constantino de Jesus, the second-place winner of the Good Governance and Anti-Corruption Essay Competition.

Born in Lospalos on March 18, 1999, Constantino graduated from the Faculty of Law at UNTL and has been an active voice in student movements and legal advocacy. He is a member of LETRAS (Reading for Social Transformation) and OAN (National Action Organization for the Liberation of Maubere). Currently, he works with Forsa Maubere Advocacy (FM), providing legal assistance to citizens and serving as a Critical Law facilitator.

In his essay, “Controversy Fighting Corruption in Timor-Leste,” Constantino critically examines the challenges facing the Anti-Corruption Commission (CAC), particularly its independence and effectiveness in combating corruption. He highlights the political conflicts surrounding CAC’s leadership selection, arguing that the lack of national consensus weakens the institution’s credibility.

The essay also explores broader issues such as public awareness, legal enforcement, and citizen participation in anti-corruption efforts. Constantino calls for stronger legal protections, enhanced civic engagement, and greater institutional transparency to ensure that CAC remains independent and effective in its mission.

This recognition reflects the importance of youth engagement in promoting good governance and accountability in Timor-Leste.
