Ombudsman Speaks at the 32nd Annual Human Rights and Diplomacy Training

Dili, August 12, 2024 — Virgílio da Silva Guterres “Lamukan,” the Ombudsman for Human Rights and Justice, delivered the keynote address at the opening of the 32nd Annual Human Rights and People’s Diplomacy Training Program at the National University of Timor-Leste (UNTL). The two-week event, which runs from August 12-23, is organized by the Human Rights Center (HRC) at UNTL, in collaboration with JSMP and the Global Campus of Human Rights.
In his address, Guterres highlighted Timor-Leste’s notable democratic achievements, including its high ranking in the Democracy Index, which positions it as one of Southeast Asia’s leading democracies. He praised the country’s commitment to fundamental rights, stating, “Timor-Leste is a land of freedom for all.”
Addressing the country’s challenges, including high rates of malnutrition and poverty, Guterres emphasized the importance of open dialogue. “Despite our challenges, we remain dedicated to open discussion and human rights,” he noted.
The training program brings together 30 human rights defenders from 15 Asia-Pacific countries to share best practices in advocacy. Guterres expressed hope for a productive exchange, saying, “I wish everyone a fruitful training.”
