Dili, 21 October 2026 — The Office of the Provedor for Human Rights and Justice (PDHJ) of Timor-Leste today held an opening meeting with a delegation from the Office of the United Nations High Commissioner for Human Rights (OHCHR) to discuss the objectives of a needs assessment mission aimed at strengthening the institution’s capacity to fulfil its mandate independently and effectively.
The meeting brought together Provedor for Human Rights and Justice Virgílio da Silva Guterres “Lamukan”, the Deputy Ombudsmen, the Executive Secretary and senior management of the PDHJ. Discussions focused on the objectives of the assessment, the institution’s mandate, strategic priorities, institutional developments and expectations for the assessment process.
Conducted by OHCHR through its Human Rights Advisory Unit (HRAU) in Timor-Leste, the mission will examine the PDHJ’s existing institutional and operational capacities, key challenges and priority areas for further development. The assessment will also consider the institution’s engagement with national stakeholders and its capacity to fulfil its responsibilities in accordance with the Principles Relating to the Status of National Human Rights Institutions (Paris Principles).
Following the opening meeting, the assessment team continued consultations with PDHJ units and directorates to gain a deeper understanding of the institution’s work, including strategic planning, case and data management, investigations, public assistance, human rights promotion, monitoring and fiscalization, human resources, financial management and regional operations.
The mission also includes consultations with government institutions, judicial bodies, oversight institutions, security agencies, civil society organizations, human rights defenders and United Nations agencies. These consultations aim to gather perspectives on cooperation with the PDHJ, including the handling of complaints and recommendations, institutional coordination, accountability and opportunities to strengthen technical cooperation and support for the institution’s development.
The findings of the needs assessment are expected to identify the PDHJ’s institutional strengths, capacity gaps and development priorities, informing recommendations for future technical cooperation and capacity-building support. The mission will also include capacity-building sessions on the role and mandate of national human rights institutions, the Paris Principles and recommendations concerning the PDHJ’s institutional development.
The mission is scheduled to run from 21 to 30 October 2026, with the assessment team expected to present preliminary findings, priority areas for strengthening and proposed next steps to the PDHJ’s leadership before concluding its work.
Through this assessment, the PDHJ and OHCHR aim to identify practical opportunities to reinforce the institution’s independence, effectiveness and capacity to promote and protect human rights and uphold good governance in Timor-Leste.
