PDHJ Brings Human Rights and Good Governance Awareness Closer to Students in Manatuto

Manatuto, 13 August 2026 — The Territorial Delegation of the Provedor for Human Rights and Justice (PDHJ) in Baucau conducted a dissemination session for students of Escola Técnico Vocacional Mahunu Bukar (ESTV Mahunu Bukar), in Manatuto Administrative Post, Manatuto Municipality. The activity aimed to strengthen students’ understanding of the role of public institutions, fundamental human rights principles, good governance, and the procedures for submitting complaints to the PDHJ.

The Deputy Director and school representative, Albino da Costa Moniz, expressed his appreciation to the PDHJ for conducting the activity, noting that it was the first time the PDHJ had visited ESTV Mahunu Bukar. He welcomed the opportunity for students to gain a better understanding of the role and responsibilities of State institutions, particularly in relation to human rights and good governance. He emphasized that greater knowledge can help students understand and protect their rights, contribute to promoting good governance, and know where to seek assistance when they believe their rights may have been violated, including through the complaint mechanism available at the PDHJ.

The session also provided an opportunity for students to share questions and concerns related to their rights, including access to education. Some students raised concerns about difficulties they have experienced when seeking to continue their education in general secondary schools after completing recurrent education at ESTV Mahunu Bukar. While these concerns may require further assessment by the relevant authorities, the discussion demonstrated the importance of creating spaces where young people can learn about their rights, raise concerns, and understand the appropriate mechanisms available to seek clarification or assistance.

The dissemination session was attended by 73 participants, comprising 40 male and 33 female students, together with representatives from the Municipal Education Office and teaching staff. Through activities such as this, the PDHJ continues to bring human rights and good governance awareness closer to students and communities, while encouraging young people to become more informed about their rights, responsibilities, and the role of public institutions in protecting and promoting them.
