Ombudsman Explores UN Human Rights Mechanisms to Advance Human Rights and Good Governance

Geneva, 2 April 2026 – After participating in the GANHRI Annual Meeting 2026, held from 30 March to 1 April 2026 at the Palais des Nations, the Ombudsman for Human Rights and Justice of Timor-Leste, Virgílio da Silva Guterres “Lamukan”, held a series of strategic meetings with representatives of UN human rights mechanisms.

During his stay in Geneva, the Ombudsman engaged with key UN human rights mandate holders, including representatives from the Economic, Social and Cultural Rights Unit, the Special Rapporteur on the Right to Adequate Housing, and the Special Rapporteur on Freedom of Religion or Belief. These engagements were initiated to enhance understanding of UN human rights mechanisms and to explore how existing international platforms can support the promotion and protection of human rights and good governance in Timor-Leste.

During the discussions, the Ombudsman highlighted Timor-Leste’s progress in advancing human rights, particularly in media freedom and democratic development, while also noting ongoing challenges, especially in the area of economic, social, and cultural rights. He raised key concerns related to adequate housing, public health services, and freedom of religion or belief.

The Ombudsman emphasized the importance of strengthening cooperation with international human rights mechanisms to support national efforts in addressing these challenges.

In response, representatives of the UN human rights mechanisms welcomed the initiative, introduced their respective mandates, and expressed their willingness to support and facilitate future engagement with the Ombudsman’s Office.
