New Delhi, India, 9 March 2025 – The Ombudsman for Human Rights and Justice of Timor-Leste (PDHJ) has sent four senior officials to participate in the Executive Capacity Building Programme on Human Rights, organized by the National Human Rights Commission of India (NHRC) in collaboration with the Ministry of External Affairs (MEA). This six-day program, held from March 3 to 8, 2025, in New Delhi, India, is designed to enhance human rights protection mechanisms among national human rights institutions (NHRIs) from the Global South.
PDHJ accepted the invitation from NHRC India as part of its ongoing commitment to strengthening its institutional capacity and fostering international cooperation. The delegation includes:
- Ambrosio Graciano Soares, Executive Secretary
- Filomena Maria de Fátima Diaz, Head of Legal, Administrative, and Research Assistance Unit
- Elsa do Rosario Viegas da Costa, Director of Public Assistance
- Bartolomeu Gonçalves, Director of Inspection and Recommendation
The training program is tailored to the specific needs of NHRIs from 14 participating countries, including Madagascar, Uganda, Samoa, Timor-Leste, DR Congo, Togo, Mali, Nigeria, Egypt, Tanzania, Mauritius, Burundi, Turkmenistan, and Qatar. The initiative aims to strengthen South-South cooperation, foster collaboration and networking, and enhance knowledge of international human rights frameworks.
Participants engaged in interactive sessions, expert lectures, and field visits, focusing on best practices in human rights protection and institutional effectiveness. The program also provided a platform for sharing experiences and strategies to improve national human rights mechanisms, ensuring stronger advocacy and accountability in their respective countries.
By participating in this initiative, PDHJ reaffirms its commitment to upholding and advancing human rights in Timor-Leste, while strengthening its workforce with global best practices and enhanced cooperation with international human rights institutions.
